New ITF president David Haggerty says the organization is looking at expanding the Fed Cup World Group to 16 nations.

While the men's team competition, Davis Cup, has a 16-nation World Group, the women's equivalent, Fed Cup, has one eight-nation World Group I and one eight-nation World Group II. Nations in World Group I compete for the Fed Cup title.

"The competition has benefited from the home-and-away knock-out format that has been so successful in the Davis Cup," Haggery said on the BBC website. "And the ITF is looking at new formats that would allow a 16-team World Group, something that is favored by many of our constituents."

Judy Murray recently expressed frustration over Britain staying in the Euro-Africa Group I after being beaten by Belgium in a playoff after wins over South Africa and Georgia.

The Fed Cup World Group and playoff ties take place among two nations on a home-and-away basis, but zonal ties are played among groups of nations in a single location.

"All in all, there are lots of things to be pleased about but we are very disappointed we didn't get out of this zone—we have been stuck in here for years and I am fed up of it," Murray told BBC, reiterating the team's goal is to get into the World Group.
